DDA constructs residential flats under various categories vig Higher Income Group Middle Income Group, Lower Income Group and Janta etc. As soon as the flats under any project are completed, flats are offered for allotment to the applicants who are already registered under its various Housing Registration Schemes under the categories of LIG, Janta etc. Under HIG & MIG category, as soon as the flats are made available, applications from prospective buyers are invited through a public notice( appearing in the leading newspapers in English and Hindi both) for registration along with the registration money. The priced brochure containing the terms & conditions and the eligibility criteria is also put on sale through DDA sale counter at Vikas Sadan, INA and through the designated banks. Allotment of the flats are made through a computerized draw on scrutiny of the applications as per the eligibility criteria and the terms & conditions.
Choice of locality is offered but floor choice or allotment in a particular Sector/Pkt not allowed as the allotment of the specific flat is made through computerized draw. G.F, flats are allotted to P.H. category registrants under1% quota reserved for them.
It is a process for converting a Lease Hold of Flat into Free Hold(Flat allotted prior to 1992).The time period prescribed for conversion of a Flat into Free Hold is 90 days subject to the condition that all the required formalities along with dues are completed and paid.
Submission of application form in the authorized banks of DDA alongwith requisite documents and dues.
- Intimation of dues if payable and deficienciesin documents by DDA to the allottee.
- Issucance of CD papers in case all the formalities are completed by DDA.
- Stamping of CD papers from the office of the collector of stamps, Delhi Administration, Delhi and returning of the same to DDA by the applicant.
- Execution of CD papers in DDA by DDA/applicant.
- Registration of CD papers with the office of the Sub Registar, Govt. of NCT of Delhi.
Formula for working out the conversion charges is given in the brochure. Zone wise rates are given. In case of allottee conversion charges would less by 40% of the amount. Prescribed in the brochure and in case of GPA more by 33.1/3% of the amount prescribed in brochure.
Allottee is required to make a simple request to Dy. Director concerned for getting No Dues Certificate. DDA shall give NOC subject to the conditions that all Dues, as demanded , are deposited.
Obtain Possession Letter
For the issue of Possession Letter under the SFS and HIG Schemes, the allottee is required to submit the following document:
For SFS Flats
- An Affidavit.
- Duly discharged Acknowledgement/ FDR to be surrendered.
- An Undertaking.
- 3 specimen signatures along with one passport size photograph duly attested by a Gazetted Officer/1st Class Magistrate.
- Conveyance Deed Papers duly stamped by the Collector of Stamps, Delhi Govt.
- PAN/WR/Declaration in Form 60.
- Undertaking regarding Conversion Charges.
- Cash Receipt of payment.
- S.P.A./Non-sale Affidavit in cases of S.P.A.
For HIG Flats (Cash Down)
- An Affidavit.
- Duly discharged Acknowledgement/ FDR to be surrendered.
- An Undertaking.
- 3 specimen signatures along with one passport size photograph duly attested by a Gazetted Officer/1st Class Magistrate.
- Conveyance Deed Papers duly stamped by the Collector of Stamps, Delhi Govt.
- Undertaking regarding Conversion Charges.
- Cash Receipt of payment.
- S.P.A./Non-sale Affidavit in cases of S.P.A.
- Original D/L required in case of Hire Purchase to Cash Down basis.
Execution Conveyence Deed
The following documents are required to be submitted for the execution of a conveyance deed:
For SFS Flats
- Photocopy of possession slip indicating the date on which possession was taken over by the allottee.
- NOC from the office/Bank/BodyTextcial Institution if loan has been taken.
- If not, an affidavit to the effect that no loan has been taken from any such organization.
- Photocopy of the treasury challan for having deposited the Stamp Duty to the Delhi Government.
- 3rd copy of bank challan for having deposited capitalize & service charges where services of the area have not been transferred to the MCD.
- Names Addresses of two witnesses, along with their identification (Election Card/ Ration Card? PAN/Passport etc.) 4 passport size photographs (un-attested).
For HIG Flats
- Photocopy of possession slip indicating the date on which possession was taken over by the allottee.
- NOC from the office/Bank/BodyTextcial Institution if loan has been taken. If not, an affidavit to the effect that no loan has been taken from any such organization.
- Photocopy of the treasury challan for having deposited the Stamp Duty to the Delhi Government.
- Names Addresses of two witnesses, along with their identification (Election Card/ Ration Card? PAN/Passport etc.)
- 4 passport size photographs (un-attested).
Refund of Registration Money
Where a registrant intends to get the refund of registration money, the registrant should follow the following steps:
- To make an application for cancellation of registration
- To make an application for refund of registration money on prescribed form [multipurpose form available on DDA's Housing counter at Vikas Sadan]
- Multipurpose form should accompany the following documents:
- To surrender original FDR duly discharged by affixing revenue stamp worth Re 1/-
- To submit original 4th copy of bank challan of registration money
Where acknowledgement for receipt of registration application has been issued by bank / DDA
- To submit original acknowledgement duly discharged by affixing Re 1/- revenue stamp
- To submit original 4th copy of challan of registration money [wherever applicable]
In case of loss of original FDR / Acknowledgement
- To furnish an indemnity bond on a non - judicial stamp paper worth Rs.100/- duly attested by Notary Public and duly discharged by the allottee by affixing revenue stamp worth Re 1/-
In case of loss of original 4th copy of challan
- To submit an affidavit on a non - judicial stamp paper worth Rs. 10/- duly attested by Notary Public
While applying for refund, the applicant may indicate the name of bank, its branch and bank account number for drawal of cheque
Refund under HIG [High Income Group] scheme
- Allottee is required to deposit copy of demand letter
- Proof of residence in case of change
- Copy of pass book / certificate from bank manager where there is change in bank particulars
Refund of money [other than registration money]
Where allotment has been made but the allottee intends to get the refund of the amount already deposited on account of "Confirmation Money", "Initial Deposit" or any other account, the applicant should follow the following steps:
- To make an application for cancellation of allotment /allocation
- To make an application for refund of money on prescribed form [multipurpose form available on DDA's Housing counter at Vikas Sadan]
- Multipurpose form should accompany the following documents:
- All the documents mentioned in case of refund of Registration Money [as applicable]
- 3rd and 4th copy of original bank challans vide which the amount was deposited [4th copy of challan to be submitted if 3rd copy of challan already furnished to DDA]
While applying for refund, the applicant may indicate the name of bank, its branch and bank account number for drawal of cheque
General
DDA has been receiving request from the allottees for conversion of mode of payment from Hire Purchase to Cash Down Basis. Realizing the difficulties faced by the allottees in getting the formal permission, DDA has brought out the comprehensive book let containing conversion tables for different rates of interest and for different periods for the benefits of the allottees.
Salient Features of the Scheme:
- Allottee need not wait for formal approval from hire purchase to cash down. He can simply intimate DDA after depositing the balance amount that he has opted for cash down.
- Allottee can himself work out cash down amount on the basis of example and tables given in the booklet. Disposal cost and initial deposit are given in the demand cum allotment letter already available with the allottee. [Relevant table given in the booklet may be referred to]
- Method of calculation of cash down amount has been well explained in the booklet.
- Allottee can deposit the amount so worked out with the help of tables given in the booklet in any of the authorized branches of Central Bank of India or State Bank of India [List of authorized branches of Central Bank of India and State Bank of India is given in ensuing page]. Third copy of bank challan is to be tendered to the concerned Senior Accounts Officer.
Note:
- If the allottee has defaulted in any of the instalments, he/she would have to pay all the instalments along with the penalty as per terms of the allotment.
- Allottee is also required to pay ground rent and service charges upto date along with interest, if any.
A booklet containing conversion tables for different rates of interest and for different periods for the benefits of the allottees. is available on sale against the payment of Rs. 50/- at the sale counter, Reception Hall, D Block, DDA Office Vikas Sadan, INA, New Delhi. The booklet is useful and may be consulted for availing the scheme.

- DDA's erstwhile Self-BodyTextcing scheme, has been closed after making allocations/allotments of flats to the registrants who applied for the same against releases made by DDA.
- A total of 53,743 flats have been allotted under the Self-BodyTextcing schemes.
- Public notices were made in newspapers on 1.4.2002 for the unsuccessful registrants to take refund of their registration money after submitting prescribed documents.
- The registrants/ allocatees / allottees of the SFS schemes have to submit the following documents for refund of registration money/deposits:
Unsuccessful Registrants
- Original FDR/Acknowledgement slip duly discharged after affixing the revenue stamp on its back.
- 4th copy of bank challan in original
- 3 specimen signatures along with one passport size photograph duly attested by a Gazetted Officer/1st Class Magistrate.
- Residential proof duly attested (Ration Card/Passport/Election Card etc.)
- Bank A/c. No. with name of the bank and branch.
Allocatees/Allotees under SFS
- Original FDR/Acknowledgement slip duly discharged after affixing the revenue stamp on its back.
- 4th copy of bank challan in original
- Allocation/Demand-cum-Allotment letter in original.
- 3 specimen signatures along with one passport size photograph duly attested by a Gazetted Officer/1st Class Magistrate.
- Residential proof duly attested (Ration card / Passport / Election Card etc.)
- After the closing of the Self-BodyTextcing Schemes, DDA has introduced HIG (Higher Income Group) Schemes under which two and three-bed-room built up flats are allotted after inviting applications.
- In 2002 and 2003, DDA has introduced the following HIG Schemes:
Vasant Kunj HIG Scheme - 2002.
Sarita Vihar/Dwarka HIG Scheme - 2002.
Central/State Government Public Sector Undertaking Scheme.
Rohini HIG Scheme - 2003.
- As many as 2182 HIG flats have been allotted by DDA to registrants under these four schemes.
- The registrants/ allocatees / allottees of the HIG schemes have to submit the following documents for refund of registration money/deposits:
Unsuccessful Registrants
Refund to unsuccessful applicants/registrants under HIG have been done through the designated banks. In case any registrant/applicant has not received the refund of the Registration Money, he/she should contact the concerned designated bank. If the money is still not received, one should contact the Deputy Director (SFS)/(HIG) along with the following documents:
- Request Letter
- Acknowledgement receipt of the original application form duly discharged by affixing the revenue stamp on its back.
Surrender Cancellation of HIG Flats
The following documents are required for surrender / cancellation of HIG flats:
- Original Demand-cum-Allotment letter.
- Bank particulars. (A/c No. with the name of bank branch, if not given in the initial application form).
The following documents are required to be submitted:
- Death Certificate in original.
- Affidavit from the transferee on non-judicial stamp paper of Rs. 10/- duly attested.
- Indemnity Bond from the transferee on Rs. 100/- non-judicial stamp paper duly attested.
- No-objection Certificate from the employer of the deceased in case payment is made after raising House Building Advance.
- Certified copy of 'WILL'
- Undertakings two on non-judicial stamp paper of Rs. 10/-duly attested
- Photo and three specimen signatures of the transferee duly attested by the Gazetted Officer
- Documentary evidence of relationship i.e. attested photo copy by the Gazetted Officer,
- Ration card.
- Passport, etc., or
- School Leaving Certificate, etc.

- Gift Deed in case the conveyance deed has been executed and registered shall have to be registered after obtaining possession.

As per terms and conditions of allotment, Service Charges is payable annually in advance @ 2.5% of the cost of land as given in the Allotment cum Demand Letter in respect of all allotment of flats on freehold basis. In case of default in making the payment of Service Charges by the stipulated date, the allottee is liable to pay interest at the rate of 10% per annum or at the rates to be revised from time to time. The Service Charges is payable till such time the services are transferred to Municipal Corporation of Delhi.
Liberalized Scheme for payment of Service Charges
In the benefit of general public and to provide allottee friendly service, a simple and easy system to clear the dues of Service Charges, one time payment has been introduced under the scheme "Capitalized Service Charges" Under this scheme, allottee is required to pay 7.5% of cost of land as indicated in the allotment cum demand letter on account of capitalized value of Service Charges in respect of new allotment and 5% in respect of old allotments in respect of unpaid & future dues. Thereafter allottee is exempted from paying Service Charges in future.
The scheme is optional
The allottee who does not opt for the "Capitalized Service Charges" would continue to pay the Service Charges as per original terms and conditions of the allotment cum demand letter.
Note:
- The Service Charges is payable till such time the services are transferred to Municipal Corporation of Delhi.
- Once the capitalized value of Service Charges is paid to DDA, all previous dues of Service Charges and/or interest thereon, if any, would not require to be paid
